East St. Louis Revival

East St. Louis has suffered from decades of urban decay, depopulation, and unemployment. This once vibrant community is in desperate need for transformative economic relief. The RITE Plan’s first and foremost mission is making sure the people are able to benefit the most from any proposed change.  It's important that the City and it citizens be involved during all stages of redevelopment in order for the unique character of the community to be protected. A City oversight committee will be established to monitor the due diligence process, and controlling interests in the projects are held by members of the community through the use of Neighborhood Redevelopment Corporations (NRCs) and Qualified Active Low-Income Community Businesses (QALICBs). Whenever possible the projects will partner with and hire local contractors and additional local businesses, to ensure that any money brought to a community circulates multiple times before it leaves.

There is massive potential for East St Louis to be one of the most sustainable cities on the planet with its huge potential as a diamond in the rough. The RITE Plan intends to use solar, wind, hydro-electric, waste to renewable energy generation throughout the City building a completely new infrastructure with a grid connected renewable energy system. Leading projects include an energy harvester production facility and renewable energy generation components that are intending to not only provide over 5,000 jobs and revenue but to also dramatically upgrade the City’s failing infrastructure. Government programs that incentivize investments into Opportunity Zones that support renewable energy and green projects will be utilized in multiple areas of The RITE Plan Financial Structure.

Most traditional financial structures used to develop impoverished areas usually offer only the same two benefits for the community; job creation and tax revenue.  The RITE Plan Initiative for East St. Louis and other areas included multiple layers of financial benefits for the community to engage and help a city regain its former glory ensuring healthy economic stability for future generations. The RITE Plan sets itself apart by coming into an area and creates a comprehensive plan for the city’s full revitalization. Through a strong collaborative effort with the community individual Development Master Plans are created that encompass the particular areas immediate and long term goals for the future. This differs from a traditional “one-and-done” project of a single development by providing a clear path for the future embodying where a city sees itself progressing.  After necessary due diligence research is completed at no cost to the community, the completed Development Master Plans are donated to the city to be used at their own discretion to jump start economic development. The RITE Plan Financial Structure gives a city equity in the projects as an additional asset and a source of revenue. That’s equity the city can use for collateral to bail itself out debt, if needed, and to continue its successful public operations.

Donations to The RITE Plan Initiative are used in the capacity of a Designated Zone Organization (DZO) paying for due diligence research and predevelopment needed to responsibly execute projects associated with a city. While current focuses are heavily on our efforts in East St. Louis, IL and renewable energy, please remember that The RITE Plan does much more. We are for ALL communities, not just East St. Louis, and need your help getting more cities on board. In addition, our programs help to provide funding for more than just economic development.
